Open your registry and  create this key.

Create a new DWORD value, or modify the existing value, called "Locked" and set it according to the value data below.

Exit your registry and restart

User Key: [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar]
Value Name: Locked
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = unlocked, 1 = locked)

Create a new string value, or modify the existing value, named 'FavIntelliMenus'. Change the value to  'YES' to enable smart menus or 'NO' to disable.

Exit your registry and log off

Value Name: FavIntelliMenus
Data Type: REG_SZ (String Value)
Value Data: Yes or No
